Q1. What is Social Welfare Departmental e-Learning System (DELS)?
A1. DELS is a revamped e-learning platform designed for Social Welfare Department (SWD) staffs, non-governmental Organisation (NGO) staffs, and college students studying social work-related disciplines, to offer them enhanced learning services and experience in terms of system functionality, stability and security. DELS comprises three sub-sites, namely –
- (i) e-Learning Centre (eLC),
- (ii) Standardised Care Need Assessment (i.e. interRAITM-Home Care 9.3), and
- (iii) Simplified and standardised assessment tool (i.e. interRAITM Check-Up).
Q2. What is the difference between DELS and former eLC? What are the new features?
A2. Compared with the former eLC, which functioned as a single learning platform, the new DELS is expanded into three independently operated online learning systems, namely the “e-Learning Centre”, the “Standardised Care Need Assessment” and the “Simplified and standardised assessment tool”, while these systems serve different user groups.
The new DELS adopts a more advanced online learning platform with a clearer and more user-friendly interface. Users are able to view courses and learning resources more conveniently.
Q3. Who can register as a DELS user?
A3. The staff of SWD & NGOs, and the college students studying social work-related disciplines can register to become an eLC user.
To register as a user of the "Standardised Care Need Assessment" site, applicants must be:
To register as a user of the "Simplified and standardised assessment tool" site, applicants must be in training or have become accredited assessors of the simplified and standardised assessment tool. Once confirmed by SWD, the applicant will be able to register as a user of the "Simplified and standardised assessment tool" site.
To register as a user of the "Standardised Care Need Assessment" site, applicants must be:
- have received the training course for "Accredited Assessors of interRAITM-Home Care 9.3 Assessment" and obtained the required accreditation on the use of the assessment tool; or
- receiving relevant training,
To register as a user of the "Simplified and standardised assessment tool" site, applicants must be in training or have become accredited assessors of the simplified and standardised assessment tool. Once confirmed by SWD, the applicant will be able to register as a user of the "Simplified and standardised assessment tool" site.

Q5. What should I do if I forgot my password after registering?
A5. Users can click the "Forgot password" button on DELS's login page, then enter your username (email address), the system will send you an email with a link for reset your password. (*The link is only valid for 30 minutes after a reset request is sent.)
Q6. Can I access all online resources published on eLC?
A6. In DELS, SWD staff can access all online resources published on eLC, while other users will have access to particular resources on eLC according to the user rights.
Q7. Does the system support learning on mobile phones or personal devices?
A7. SWD staff can use their office computer for Single Sign On (SSO) via Departmental Portal. If SWD staff want to use mobile phones or personal computers to log in DELS, please visit the website (https://dels.swd.gov.hk/).

Q8. Will a certificate be automatically issued upon course completion?
A8. Certificates are not issued at any of the three sites (i.e. eLC, "Standardised Care Need Assessment" and "Simplified and standardised assessment tool").
